    I have the same setup, FSX 737-800, the clean panel.cfg file and latest PM, and it works fine. Try without hardware. I have, with some other hardware vendor, experienced problems where hardware tries to overrides PM logic.

    Ok, I will try it without the hardware MCP and see what happens. I also have the MCP ini setup also. I have it limited to maximum ROC 2500 and maximum ROD 2500.

    I am using the FS9 PMDG 737 with FSX and everything works OK for me. I was able earlier to use the default 737-800 as well with no issues. This is just a long shot, but check your aircraft.cfg file for the following settings (these are my settings but I don't recall if I had to change those or if they were the default settings; I do remember playing with them for one reason or another though)

    [autopilot]
    autopilot_available=1
    flight_director_available=1
    default_vertical_speed=1800.000000
    autothrottle_available=1
    autothrottle_arming_required=1
