IOcards from opn cockpits are the cheapest and most powerfull solution around. All in all the cards cost me around 200-250 euros. You can go cheaper if you buy the cards as a kit and solder them yourself.

2 ways to configure them:
iocards.exe - which i used.
SIOC - wich is an event orientated langue to configure them. No experience with this.
