SIOC Monitor

I'm having an issue getting my USB Outputs card to light up LEDs in SIOC monitor. I ran the outputs test program you can download from Open Cockpits and the LEDs work perfectly. However, when I open up sioc monitor the device is recognized and all outputs are white indicating "status off." When I click "All On" nothing happens. I have two hooked up to 62 and 63. Any ideas on what I maybe doing wrong? ( know the wiring is correct as they function in the "test_outputs" program. Here is my .ini file if that has anything do with it:
