Mike Powell VOR/GS CDI schematic QUERY

I am trying to prototype the Mike Powell VOR/GS gauge.

I have a query about the schematic (see the attachment)

There are two latches, one is wired as a serial parallel out register. I want to know if I reading the schematic correctly

I haven't gotten to that instrument yet, I have built the gryo compass using a stepper and airspeed and tachometer (essentially the same instrument mechanically and electronically). Also am working on simple oil pressure and fuel quantity gages now using servos.
Why don't you send Mike an email and ask him. He is very good at answering questions. I try not the send him simple questions, but sometimes I overlook the answer hidden in the book; eventhough I have read most parts several times.
