Encoder> Frequency button won't work

I have an encoder and tried to set it to change the freq of com1 standby. it changes everything to the left. So acording to the manual I clicked on the frequency button and nothing happens. No extra settings , nothing at all. I get the feeling it's just sitting there laughing at me, hahaha(evil tone)....

Is there a fix or am I doing something wrong?
