    737-200 Trim Wheel removal

Need some advise please on removing the trim wheels. The hex screws in the center of the shaft screw in and out, but I can't turn either of the slotted center nuts at all. I made a tool for to fit the nut but I don't want to force them, I don't know if they are seized or if there is a correct procedure rather than either of them just undoing?

    Thanks in advance.
