What kind of gauge is this?

I am trying to make this gauge work, it measures 120ohms across its contacts. It is marked 12V near the terminals. It will not respond to 12v dc. I suspect it might be an ac, 400hz gauge? Whats odd is it has two coils, no apparent magnet. Does anyone know how it works? Looks like I will have to put a servo in it at this point unless I can find a way to make it work. I have six of these gauges, 2 fuel, alt, cyl head temp, oil temp, oil press.
