Since this is also happening on other computers I suspect a windows update. You could try restoring your pc to a former date and see if that helps.
If you don't know how to do that, just google restoring windows 7, it's easy

But it never worked in the first place, besides my windows automatic updates are disabled

In that case it's a VERY good idea to open your control panel, click on windows update and let Microsoft do it's stuff.
Could solve all your problems.

Well the CMD has finished it's scan and says "did not find any integrity violations" Now what?
