LED voltage

I am trying to modify a real cessna (actually Heads Up Technology) warning panel for sim use. I am trying to figure out how much power I need to drive the lights. The unit itself is labeled 28v, but that seems high for the small diodes they are using. Anyone know how to test/check them?

I can always just desolder them and add my own bulbs, but where is the challenge with that?

Thanks Bernie. It may. I was hoping there may be some way to tell by looking at them. I will see if this sheds any light on the resistors on the board.

My memory isn't the best anymore, and it's been a while since I flew Cessna's but if I remember right, they had both 12 and 24V busses. some had 28V so it is plausible but I bet if you connect it to 12V, it will also work, just dimmer.
