Apologies, I should read your responses more carefully.
I've looked at the Flightdeck Technologies/SIM-boards documentation. In the SIM-board User Guide there is a section discussing "Input Repeater Events" and, in the library, an example of using the RepeatEvent function to control trim. Modified for flaps rather than trim that will do exactly what you want - at least for default aircraft.

I did some testing. It appears that there's a limit of 10 flap positions.
