Your encoder sequence should be:
30[OFF] - 31[OFF]
30[ON] - 31[OFF]
30[ON] - 31[ON]
30[OFF] - 31[ON]
30[OFF] - 31[OFF]
30[ON] - 31[OFF]
30[ON] - 31[ON]
30[OFF] - 31[ON]
And so on. (And vice versa if you turn it the other way.
Remember to run the small piece of software provided on Leo Bodnars homepage. This is required for encoders to work on the BU0836X.

The sequence is about right, so that explains it. I have leo's software, one question when using Fsuipc and assigning rotary encoders lets say VOR1 gauge, does it make any difference if I spin the encoder slowly or fast in one direction before assign it to the VOR1 inc option in the drop down box

That is called "acceleration". I am unsure is the BU0836X supports it or if it is handled (and/or supported) by FSUIPC. Perhaps someone else knows this...
