Fs2004 installation won't run windows 7?

Hello Guys

I tried installing FS2004 on my system but it the installation doesnt open.
I open the fs2004.exe installation as admin and still nothing.
I Installed FSX and it runs fine, but 2004 wont.

This happened last time, before i reinstalled windows.Last time when i reinstalled windows i couldnt install fs2004, so i used fsx for
a few weeks, and than decided to try to install it again and i did and it ran great.
But now that i reinstalled windows again same thing can't install fs2004.

Any sugguestions on what could be the problem?

windows 7 ultimate 32bits (cant install 64 bits, my pc wont run the installation dvd)
4gb ram
500 hard drive
